It's because of the non-existing laws in China regarding being a "Good Samaritan" meaning if you stop to help somebody who got in an accident you might be held responsible for the injury or in some cases the family might sue you because in most cases you can't prove it wasn't you who harmed the victim. It's pretty sad, but China is just a weird place.
