ATTN RANK(S) PLEASE HELP TS3 TROUBLESHOOT

so i have used ts3 in the past. approx. 5 years ago and have had the same client. then it started giving me trouble so i uninstalled it and downloaded it again.. and i ran into this issue which i have attached... then i repeated the process to uninstall and reinstall and it showed up again.. i downloaded the windows 32bit version and im just lost.. i do not need ts3 right away but i will need in the near future for trips, etc... some1 please help so i dont have to deal with this during my app process. thank you-luke.
