Is it just used for pking? or both pking and training? or just training?

i was reading that it can't pick up arrows if your ranging in safe spots sometimes is this true?

It's good for PKing.

Lets you fire some bolts twice, which is good with D bolts due to the price, and it gives a range bonus.

No u can't use it at king lathas' field. I would advise to use em through slayer, or maybe fire giants (not standing behind table).
