If anyone is gonna speak for everyone on this board, it won't be you thanks.The quests i can remember that you need are: Dragon Slayer Heroes Fremmenik Trials Nature's Spirit Think there's a few more, but no, you can't do them all and be under 45 def. You need to do it from 1 if you want all of the quests, sucks about the hacking =/

Nature Spirit -2000 ^The NEEDED ones, just for barrow gloves. This is NO turmoil and NO handcannon. It's 38k Exp @ 40, 61.5k @ 45. It's 24646 exp with those quests. AKA, you WILL be able to be 45 defence, with barrow gloves, but no extra's. =/ I'd just start over if you aren't high high stats.
