There'll be posted statistics on exp per hour, and amount of runes wasted.

So just divide your remaining experience required, by their exp per hour.

That'll tell you your total hours for 99, and then multiple the amount of hours required by the amount of runes used in an hour.

Then you just buy that amount... Duh
