They need to integrate hotspots (fog, ferox onclave clanwars safe zone, etc. etc.) targeting system, and an incentive for staying in the wilderness longer, like back in the day the way they did with EP. That incentivised clan pking in multi, which increased activity in general overall in the wilderness.
