What is a vector drawing and how can i make one?

I keep seeing people mentioning vector drawings + colouring what is it and how can i do it? I've googled it but it only really gives example work and doesn't tell me the difference between a vector and a normal piece...

Basically, a vector is a shape, sorta like something you'd make with the line tool on Photoshop. The difference is that no matter how much you enlarge an image made of vectorised shapes as opposed to rasterised ones (normal shapes) they won't lose quality.  Generally they're made on Adobe Illustrator by people doing t shirt designs, press releases or logo designs that will need to be enlarged. Never attempted it myself so
