Yes, 60 attack is worth it.  Better training, better pking, and claws rape at low levels so if you can afford then definitly use.

Yes, dds is a very good weapon to use with 60 attack and also d scim, because better attack + str bonuses then other low lvl weapons, and any str 70+ is really good depending on your cb. Also u need less spec% to use the specials.
