When can i start warring with foe?

i have the associate reqs for foe i have 83 range 82 mage 71 hp 66 str (lol) 51 attk (lol) and cb level 59 i have 20m and about a 30m net worth so i have money to pk, but i dont particularly want to apply for associate i want to apply for member when i can become one

When can you "start warring" ?

If you mean attend trips, when you app for Fa/Full.

If you mean attend wars, when you get accepted as a Full Member.
