Edit: People jump to conclusions - This obviously isn't all I've had, I'm a skiller, I got 14 99s, and yes ... Large amount of brawlers went into my skills, I've probably have had well over 210.

wow your lucky, iv been hunting targs for like 2 months and have not goten one EVER. hopfuly your gunna use them. ^_^

There is no 'actual' way to get them, it's just luck - I'd say it's more common to get from targets, but that's just my opinion.
