I've got a quest point cape on my main, and I've not noticed this on any members quests,

They do it to keep the kids playing. If kids find the game hard, they'll leave. They have to appeal to the new generation of "retard" as us oldfags have had enough of the fuckery of Jagex.

Well that sucks. New rs players get everything handed to them. Jagex may aswell just let them have a 99 of their choosing when they start.
