What you should have done is completed both Restless Ghost & Priest In Peril - this would have got you to 12 prayer, then you'd need to bury any type of bones to get 13 prayer.

If you buried from 1-13 then you'd be higher than 13 if you ever wanted to get ancient magicks because you'd have to do the Priest In Peril quest, which gives a considerable amount of prayer experience.
