you can clearly see his mouth isn't opening during the last barks before he starts meowing

there's probably a dog on the other side that coincidentally stopped barking, or they just added the sound of a barking dog.

The lateral pterygoid muscles open the mouth, just like humans.

It makes the jaw lower itself, and when you look from the back, you should see jaw movement.

If you don't see jaw movement, the mouth is still closed.

When the jaw is moving from the back you can see the muscles of the cat retract.

The same movement happens from the front aswell as seeing it's jaw open.

1) It's a growl not a bark. My cat has done it heaps.

2) You can fucking see it's mouth moving as it turns around.

My cat does this to our neighbors cats all the time. It's nothing special.
