if it's your home network try use the default login of your router, maybe it hasn't been changed.

I forgot the proxy sites that I used, but you can simply Google proxy servers and save a couple to use in the future.

I think I used to use Kingdom Proxy, RedProxy & WhiteProxy. Not sure if those work anymore, but a suggestion.

Where is it banned? If it's something like a school or work environment. A proxy most likely will not work, as they would have it in their security. Otherwise if it's at home, check the restrictions. Possibly reset the router, check the permissions set or ring your ISP.
