It's non combat. It's a skill. Yes, I know if you train, it will level your combat up eventually due to your HP, Str, Attack, Range or Magic. In my eyes, its considered a Skill. If it was a combat skill it'd be near the HP, strength and those icons.

Combat, it is made and 99% of people train it with combat, just the odd few who dont.

Similarly to strength, you can train it through barbarian fishing now, so is that now non-combat? No of course not, slayer is combat to 99% of average players.
