That's the tracker that I use, showing big jumps in ranks, even with no exp gains. That means there has been a ban wave in the last 24 hours, which I haven't noticed occurring for a while now.

I'm hoping this is a good sign for the future, and more are on the way.

It's not a ban wave, Jagex updates the hiscores every month with people who have ended their membership. If you notice, if you cancel your membership you're still on the hiscores for a while until Jagex updates it.

It happens each month.

Yeah so harmful is right - it's just inactive accounts getting off the hiscores.
