NEW EOC REQS TO JOIN FOE

The Def has been kept the same for now, but it could change in the future depending how pure clans go, by change i mean can only go lower.

For now it remains so our current members can stay on their current accounts and get to grips with eoc and what not and other people can still get involved from other clans etc, essentially right now the concern it just getting every1 involved and learning how to play eoc to make clanning as good as it potentially can and will be.
