My suggestion:

Maybe once or twice a month, we get FOE together before a trip and report bots, In bot heavy areas. :)

I think its a good idea to help save the game.

We fucked up in rsEOC and just let it happen, why not counter it. If we have a good number of people, jagex will for sure take action.
