Also this is a very nice idea, although it could be countered by scripting a "spam all topics first" before pm. But (as i've not experienced this speed limit for posting myself I cant say if it could work)

Maybe add a feature that allows *lock* on pm and post to people with under 50pc who get reported by 20 people? Could get abused by people though   Just a thought.
