Depends, do you want a "pure ranger" or all round account.

If you wanted higher hp you can quest and then train without raising combat level (minus when you level hp)

But 1 att 1 str 1 deff 82 range 82 mage is always a sexy look imo

Raise att/str high enough to get the hp you want

either enough that you don't become melee based so you don't raise combat or raise range to gain the levels.

Mage casting can also be used for hp.

Well, In my opinion the only real reason to get range up is for wars/combo's while pking. But I think you should just go for a "regular" pure build with 60attack/strlvl/range level

Also high ho would be a benefit
