Lunar Spells require an automatic 40 defence. To my knowledge though you can make a 35 defence pure (or 34) that can wear agility armour as well as barrows gloves. Thats the highest Non-lunar "pure" possible with other bonuses. But Veng is only with a minimum 40 defence.
