Yeh, they are fairly rare.  I think it was a glitch or something that occured in classic, so yeh, the account mus tbe fairly old.  Not sure of the details though.

It's not a glitch.

Originally, in classic, accounts were given 9 hp, but when the revert to Runescape 2 occurred, accounts were made with 10 hitpoints. Very few people have this, you would have had to transfer your account from RS Classic to RS2 and not have gained hitpoints, meaning their hp has been 9 for 6 years.

actually, from what i know none of you got the right answer, way back in the day you could make your character a different type off tut island, like wcer/fisher or something. if you chose the mining option it gave you 9 hp :) at least that's what i heard
