Because there's a difference.

There were clans in game solely dedicated to finding bugs. I'm assuming this video creator was in one. Its the mods job to check out the bug. So seeing these mods pop up in game to monitor a bug like the pictures he shows, isn't uncommon. Its Protocol. That's why lots of bug abusers weren't banned. They were simply helping.

However, as he also mentioned there are people who do this for malicious purposes and personal gain. In which case it becomes cheating.

If the accusations against reach are true, then he purposely flawed codes to allow people to cheat, with monetary value being the motive.
